Why my Ctrl + O window is loading ??

I will open Ctrl+O window but it's gonna be load like this.

I use photoshop 2020 and window 10. Help me please.

What exactly are you asking? Are you saying your documents take a long time to open?

Ctrl+O should open a Windows System file selection dialog.    Try resetting  Photoshop Tools and if that does not fix the problem try resetting your Photoshop Preferences.
