Why not create "Filter Gallery Presets", in order to save us time and effort?

It would be very useful to be able to save settings from the Filter Gallery. We could have several presets of combinations of filters saved. It has been very frustrating to set up several layers of filters with different settings just to lose all that work by activating an action or using a template. Why not allow us to save a given array of filters, each with its own settings, often applying the same filter three or four times, with different settings? In a word, why not enable "filter gallery presets"? It would be a powerful differentiator for Photoshop and would save us enormously the exasperating task of reconstruct a certain set of layers of filters with fine adjustments.

We used to be able to save presets in the Camera RAW filter. Michael Ninness did a great video that covered it at MAX in 2013  (It's right at the end of the video - about 1:05:00)

That was really useful and powerful, but I have lost touch with the changes to Camera RAW and can't see how it would done with the current version.  Anyone know how and if it works nowadays?  Otherwise, Actions are your friend.
