Window bar is not there

Hi, I have the problem that the above window bar and the Photoshop control panels are not there. Please have a look at my screenshot. After Cleaner tool nothing has improved

I am using Window 10. If you need more information, I will provide it.

Look like your tool bar and tool option bar are floating not docket to Photoshop frame try resetting your workspace or try a different workspace

What is the menu we see on top of Photoshop's? A stylus helper?

Did you delete the preferences by holding ctrl+shift+alt as you start Photoshop?

Is your graphic driver up to date?
