Windows remain visible despite changing apps

Since the last round of CC cloud updates, to Indesign, Illustrator, Photoshop, etc.

I now have this bug:

when changing apps, the windows from previous app still remain in view.

Example:

Editing an Image in Photoshop,

then change app to InDesign, but Photoshop's windows are all still present.
I can see InDesign's top menu bar, and tool palettes,

but the content such as open files is not visible due to photoshop files still being in view.

OS: Mac 10.14.6 (imac 4g i7 processor / 24gig RAM) 

running Photoshop 21.2.0 and InDesign 15.1.1

that's not a preference that I've been aware of / turned on or off before.

So I'm not sure.

Is that something I should be checking in prefs for each application,

or is it a System Pref on the OS?

Its not a pref. Its under the Window menu in the app.

I checked Application Frames in InDesign and it is ticked on. Is that good or bad? and what does it actually mean/do?

Application Frame is ticked on. what does that mean and should I turn it off. Does that setting have some behaviour in relation to the problem I'm experiencing?

is anyone else having this issue? I cannot figure out how to fix it. I did not change any preferences it just started happening. It does it for InDesign, Illustrator and Photoshop.
