Wrap text from CSV into circle with Action or Script?

Hello!

I am trying to take a dataset with two columns (each with a string of numbers) and make an action that reads those numbers from CSV, then wraps one of the numbers around a circle in the center of the image, and places the second number inside the circle. Then save the png with transparent background, and does the same for the next 1000 numbers. Does anyone have an idea about the best way to do this?
