ZOOMING ISSUE

Everytime i zoom in my artboard multiplies infinite times and i litterally cannot figure out whats going onthis is what happens when i try to zoom in

You might have Animated Zoom turned on in General Preferences.

So it doesnt seem do be doing it anymore but i cannot click my image and move across the image horizontally now

I'm not sure what you mean, but if you mean that you can't move the image within the Photoshop work area, then make sure that Overscroll is turned on in Preferences > Tools.
