What unit are the last two digits in a timestamp like 00:01:19:08 ?

Sorry for the stupid question...

so it's hours:minutes:seconds:???

it's not millisecond since it does not exceed 30.

So can somebody tell me which unit is used here?

The last group of numbers is "Frames" which helps us know where exactly CTI/Playhead is pointing to on the Timeline/monitor.
