Abobe Premiere Elements project damaged

I reinstalled Windows on my computer and then Adobe Premiere Elements 11. Now some of my Adobe Premiere Elements projects don't open anymore, some still do. Fault report states: project seems to be damaged, it can't be opened. Any ideas?

Were all of your projects created with Premiere Elements 11 on the same operating system?

Yes, they were created on the same operating system. 

It seems that older project files I can open (2014), but for al lot of files the question 'where is file xxx' pops up. 

The more recent files (2014-2017) do not open at all.

What operating system were they created on and what operating system are you now using? I assume you're still working on the same computer and operating system since 2012.

When you get a "Where is file xxx?" message, that's an indication that the media you used in that file has been moved or removed from your hard drive.

I have no idea why you can't open Premiere Elements 11 projects created between 2014 and 2017 won't open with Premiere Elemetns 11. That's an issue I've never seen or heard of before.
