Adobe Premiere Elements 15 (Motion Effect issue)

I'm coming from premiere elements 14, and I never ran into this issue before.  I'm animating a rocket going across the screen, I want it to rotate like it's out of control.  It use to be simple, after i set the path, i rotate each individual frame.  But now, when i rotate, it rotates the object for all the frames.  How do i set it to rotate for each individual frame in the path.  Thanks again.  Dan

I removed the png rocket and tried again, and was allowed to rotate the image per frame.  Not sure why it glitched the first time.  I'm not sure if it's windows 10 or elements 15 but things do seem a little glitchier than my old windows 7/elements 14 combo.  Thanks for your help, though.

Do you have animation toggled on for your Position AND your Rotation properties?

Can you post a screen capture of your keyframe animation workspace so that we can see your animation keyframes?
