Adobe Premiere Elements 9 timeline magnifies when dragging clips

I'm on a windows 10 laptop and just installed an old Premiere elements 9 disc I had.  Dragging any kind of media into the timeline and moving them within the timeline causes the timeline to zoom in to what looks like the top left hand corner of the timeline, making it very difficult to use.  Changing the zoom with the slider clears the issue until another clip is moved.  Is there anything I can do to fix this?

This was buggy behavior that showed up occasionally in older versions of Premiere Elements but has since been remedied in newer versions -- particularly since version 14.

Meantime, go to the nVidia or AMD web sites and ensure you have the latest drivers for your graphics card, and ensure that you have the latest available version of Quicktime 7.
