Does Adobe premiere elements expire?

why do I need licence upgrade ?

Your license is permanent. The only reason to upgrade is if you find the new features compelling.

And, some features go away in the evolution of Premiere Elements.  Current versions do not have Blu-Ray burning capability.  On a Mac, DVD burning is no longer there either.
