I have video with sound shot on a phone as variable rate 1280x720 (peak 30.08fps) 720p and .mov file
Want to display it on a flat screen TV or monitor as 1920x1080 in 1080p.
As others suggested, first will use Handbrake to convert it to fixed 30 fps, 720p
So far, I have figured out 3 choices:
#1. Use Handbrake to simultaneously also upscale to 1080p and then import to PE 2021 for final video editing
#2. Use PE 2021 to upscale to 1080p and for final video editing
#3. Use PE 2021 to do final video editing in 720p and then use full screen option on VLC player
What option would produce best quality?
If there is no discernible difference, which option would be preferable?

Whatever route you are going to take with either Handbrake or Elements it will degrade image quality.
As for which route: trial and error.
If it were me I would go for #3.
This seems to give good results (providing source is of good quality)
