blurry still pictures in 640 x 480 video in Premiere Elements

I'm editing a video which Premiere set as 640 x 480 when I began the project; I think my video camera (Canon Powershot SX 50) only does low-res recording. I added some stills with graphic and text, made in Photoshop, and when the video plays, the stills are blurry. Tried to fix it by bumping up the rez on the stills to 180dpi, and that actually made it worse! (than default 72 dpi). Anybody know what to do with this?

Which version of Premier Elements do you have. 

The SX50 should have the best video set at 1920x1080p24.  And it should be quite good on a common HD TV screen or computer monitor.  What did you have the camera set to when you shot the video?

The 640x480 will make everything look fuzzy.  That is low grade.  Was the footage shot at that setting?

DPI is meaningless for video. The pixel size is what is important (1920 X 1080 for example).  DPI is only used for printing photos.
