I have some video clips where the person holding the camera sounds loud enough, but the person being videoed is further away & much quieter. Is there a way to automatically make the quieter voice louder throughout the clip?

In a word, no. You can try using a compressor to even out the levels of your audio -- but there is simply no way to make audio like this magically right.

Steve is right. You can't fix bad audio. But, there is a chance you can make it better. I learned this the hard way!
Cut the section with the quiet speaker and raise the volume in that section. It will increase the noise. Find a combination of Noise Reduction audio effects that improves the section. Next, make cuts around all the too quiet sections and select them into a group. Now, you can copy and paste the effects applied to from the first maniputlated section to all the sections.
Paul, if you are going to do a lot of this there are some mic systems you should try.

You can cut the audio and try to use the Gain on the soft sections.
