can't deactivate - hard drive failed

Hi,

 

I'm trying to deactivate a PC for my Premiere Elements 15 that I have - the hard drive failed on the computer and I can't deactivate it that way.  I've tried going to Adobe Customer Care (via the virtual assistant) and keep getting "Sorry, we're closed. Please visit again."   So, I can't re-install PE15 on my new PC.  Help?
