Can't Launch Premier Elements 2018 Trial

I am trying out Premier Elements 2018. I have already started the 30 day trial, however the application gets stuck during the splash screen. The last status is Loading PlayerMediaCore.prm. According to Process Explorer, the entire process tree is idle with <.25 CPU usage.

I have seen multiple posts regarding this that don't have solutions, so honestly, I am not expecting a solution here either. I just wanted to let Adobe know that it is still happening to people and why at least one person will not be purchasing it.

I also have Lightroom CC, Lightroom Classic CC and Photoshop CC installed. I have installed and uninstalled PE2018 multiple times.

Here are the last few lines from %appdata%\Adobe\Premier Elements\16.0\Plugin Loading.log

Loading C:\Program Files\Adobe\Adobe Premiere Elements 2018\Plug-ins\Common\VSTPlugins\NewBlueFX\scrubbers\NewBlue Noise Fader AB.dll

The registry tells us to cache so the plugin will be loaded from the cache.

This is one of the versions of what happens when there are Nvidia driver conflicts.  I've not had it happen, don't know why it happens, whose fault it is or who should fix it. 

The work around is usually to update to a newer Nvidia driver or roll back to one that has worked. 

There are topics here and elsewhere about "PlayMediaCore.prm".  One that seems relevant:  We have detected an incompatible display driver. (premiere elements 14)

I implied (at least in my mind) but didn't explicitly say that the suggestions in the other forum threads either didn't work or didn't apply. In this particular case, it doesn't apply because I have an AMD Radeon HD 7700 Series GPU.

I did make sure the drivers were updated just to make sure but it didn't make a difference.

You may need to roll back to an older driver.
