Can't run PE 15 in Windows 11: Have an error message: 'Failed to open Catalog.'

I have PE 2022 and PE 15 installed on my computer. When I had Windows 10 I created MP4 file in PE 2022 then loaded MP4 file to PE 15, added a menu and finished the project by creating ISO file and burning

Blu-Ray disc. I tried to do the same on my new computer in Windows 11. PE 2022 works fine. I created mp4 file but when I load PE 15 I immidiately have a pop-up: "Failed to open Catalog. The catalog could not be opened. It is either corrupt, or the version is out of date and cannot be updated." 

Is it possible to fix this problem and make PE 15 work?

I reinstalled PE 15 and this time did not have a pop-up: "Failed to open Catalog. The catalog could not be opened. It is either corrupt, or the version is out of date and cannot be updated."  Instead had Program Compatibility Assistant pop-up with message: 'This app can't run because it causes security of performance issues on Windows, A new version may be available. Check with your software provider for an updated version that runs on this version oof windows.' This message did not affect the installation process. I was able to add mp4 file created in PE 2022 to the time line, but while cursor is moving there is only sound and no image. When I restarted computer and started PE 15 again I did have this "Failed to open Catalog. The catalog could not be opened. It is either corrupt, or the version is out of date and cannot be updated." pop-up. I proceeded, got to Edit --> Preferences --> General and uncheck 'Use Hardware Acceleration'.  After that I was able to load Mp4 file and add menu/submenu. I tried to create an ISO file but had an error message. Just error with no explanation. I tried to burn blu-ray disc. Also got an error message. I did another attempt to burn blu-ray ISO. This time I kept default destination: C:\users\<my user name>\onedrive\documents. This time I was succesful. Now I can create blu-ray disc directly from ISO file.

Summing up: You can install PE 15 in windows 11 not paying attention to pop-up error messages. uncheck 'Use Hardware Acceleration'; finish the project and burn ISO image keeping the default destination directory.
