I edited a complete wedding DVD using Premiere Elements 10. It was glitching slightly and I couldn't get the quality I wanted so
decided to upgrade to Elements 2019.
Since downloading this, I cannot open the original edited project with either version 10 or the new version. If I have to put it all back into
version 2019 then so be it, but I need to open the original project to get the files and order right.
Can anyone help please?

Premiere Elements is not backwards compatible. In other words, you can not open a project created in an earlier version of the program. In fact, trying to open a version 10 project in version 2019 will likely corrupt the file and make it unusable. Which appears to be what happened in your case.
You'll need to complete any project started in version 10 with version 10.
Hopefully you can find a recent auto-save of your version 10 project which you can open with version 10.

Thank you for your reply.
Unfortunately it doesn't look like I can find an auto-save. Is there anyway of saving this project as this is hours worth of work I have to re-do.
Any help would be appreciated.

i thought I had, although I can’t find this either!
last night I conceded defeat and started again. Hopefully it won’t take too long as I have a better idea of where to cut/edit.

Assuming you are continuing with version 2019, consider adjusting your auto-save preferences to help recover from both your own errors and any machine caused anomalies. Edit > Preferences > Auto Save. It puts numbered versions in a dedicated folder for you.
