What is the step by step process to change a person's formal shirt color to white. The formal shirt color is purple.

If you're talking about making someon in your video have a different color of clothing, that's very difficult to do, even in after effects and all but impossible to do in Premiere Elements. Although you can try the Effects Selection tool. Just don't expect it to be seamless.

Try the Color Replace effect.
