Change multicolored video background to a solid or to a photo

Hi.  As the subject title suggests I'm trying to clean up a distracting video background and wanted to change it to a solid color or a nature scene.

Please, easier is better but I'm willing to take a deep dive into the complexities of Premiere if need be to make this happen.

That may be a job for rotoscoping in After Effects.

I don't think that can be done easily in Premiere Elements if there is a lot of movement by the subject.

 I agree with Bob. Premiere Elements can create a Chroma Key effect if you've shot in front of a blue or green screen -- but replacing an actual background is way beyond what the program can do.
