Clip Preview in timeline when moving goes away

Sometime as I'm editing, the preview of where a clip is placed on a timeline (when you click drag move a clip on a timeline, you can see a shadowy clip of where you want to move it) stops happening. What is that called and how do I turn it back on?

This is Premiere Pro. This is an example of the shadowy preview of where the clip will be placed. Sometimes, throughout an edit, the shadowy preview will go away. I prefer it to stay on.

 

What is it called and how to I turn it on and off?
