Are you asking about Premiere Elements or Photoshop Elements? If so, you're in the wrong forum. (There is no program called Photoshop Premiere.)

 This video - grand canyon - was perfect using  premiere elements 2015

not good/ useable with 2021 version

You still haven't said what device recorded your original video.

But open your original video in the free download MediaInfo. In MediaInfo, set View to Text and then copy this text and paste it to this forum. Knowing the complete specs of the video could be very helpful.

Meantime, be sure to go to the nVidia or AMD site and download the latest drivers for your graphics card. Don't trust Windows to do it. Most GPU companies issue updates at least once a month -- and you'll be surprised how often the latest update fixes this kind of issue.

Try to update the driver version of GPU from official sites.

Can you please tell me what all GPUs does your machine has?

Adobe has not explained or offered a fix to the problem that photoshop elements 2021 will not download and run. How can premiere elements 2021 download correctly on my windows 10 lenovo computer while photoshop elements cannot. They have offered a credit for the 2021 versions and an offer to get the 2019 versions for $89. I have both elements and premiere 2015 running correctly on my computer.

Hard to figure what happening or not happening ??
