How do I change the default font and font size for text in titles. Every time I make a change and close the adjustments window, those changes are NOT saved the next time I click on text adjustments.

I don't know which panel Ann is using. I've never found a way to change the default text.
My method is different. I start with setting up one title with the font and style I want. Then, within the Project Assets box I will duplicate it, rename it and slide the new one to the timeline. There I will change the text as needed. You might also try using the drop down "Text" menu instead of the icon in the tool bar on the right. On my computer it seems to behave a little differently.

You cannot change the default text template but you can change the text and style or whatever and save it as a custom template.

I don't want to change default motion text, but the default text for video captions. There is no save box at the bottom of that list.

The easiest way I know of to do what you want in Premiere Elements is what I outlined above. Make a master template the way you like it and make copies for the text you want in the Project Assets area. "Duplicate" the template and rename it. You can make a storage folder dedicated to the titles.

Any way I can save that template for reuse in another project, or do I have to create that template anew for the next project?

Yes, you can save it for other projects, but that too is a "workaround". In your existing project with the "perfect" title, "Save as" a new project with a new name like "Title Template". Delete everything except the title you want. Now save again and you have a project template with only a title template. For the next project, open the template and Save As with a title reflecting the intent of the new project.
You can expand on this workaround by building a template project file that includes all of your usual and favorte settings, resources and tools.
