Do I need to render a project and then export it, or does exporting it render it as well?
Yes! There is preview rendering and output rendering. They are actually separate. The first make preview files to make editing go smoothly. At output, the source files are read from scratch and rendered to the output specifications.

Thanks for reaching out. When we export a file, it processes all the effects applied and other edits made. The entire process of doing that generates the preview or renders the file. So, the answer to your question is yes.
Adding to what @whsprague said, sometimes while exporting the application is unable to read the source file and gives an error. This happens while the rendering is in progress.

I was not aware that Media Encoder came with Premiere ELEMENTS (this forum) so are you asking about Premiere PRO?

This is the Premier Elements forum. Premiere Pro is different software and has a different forum. Media Encoder works with Premiere Pro and does not work with projects from Premiere Elements.
You might try the Premiere Pro forum.
My limited experience with Premiere Pro has the process start from within an open project. Select File > Export. At the bottom of the dialog screen there is a button labeled "Queue" that puts the export rendering into Media Encoder.
