Cannot figure out the Draw Tool in Shake Reduction, how does that work? Thanks

Shake Reduction does not have a mask/draw tool.

Yes it does, Just below the Advanced it says "Select object to apply effect" and then there is a Draw option.

I cannot check 2021 but 2022 certainly has no draw tool.
Anyway it will have no function.
Please post screenshot.
Is this Premiere Elements or Photoshop Elements?
Your initial title said AE but that means After Effects.

If you then select Advanced you get:
In Steve's book he recommends moving the Crop vs Smooth slider to 12% and restarting
the Shake Reduction. I have achieved good results this way.

I have not used tha Draw tool & the page on Shake Reduction in Steve's book does not mention it.
It seems however to be common to a number of effects. Refer to Steve's video
describing the Effect on Selection Tool (whilst I understand the use of this in the example that Steve shows I cannot see how it works with Shake Reduction - unless its to define the object that is to be held steady):
