editing photos and doing artistic change

I purchased Premier Elements and all I can find is how to alter and make videos. I want to work with photos/art. Did I purchase the wrong thing? How to I navigate to a project that's NOT a video?

Yes, you bought the wrong program... you want Photoshop Elements http://www.adobe.com/products/elements-family.html
