error message when trying to upload video to youtube

Whenever I've tried to upload a video to my youtube channel with Adobe Premier Elements, I get this error message.  What does it mean?  How do I fix the problem?  Thank you.

Normally the internal Premiere Elements YouTube uploading system works.  Somedays YouTube and PrE don't "shake hands" well.  It may be YouTube, the internet or PrE.  It seems impossible to figure out.  

A better way to do it is to output a video and then use YouTube's own uploader.  Total time is about the same and you have the benefit of reviewing your final copy before the upload.
