Exporting to disc.

when I attempt to export a project to Disc I get the following message.

I have tried two different R/W drives and get the same result.

What version of Premiere Elements, what computer operating system and what is the sequence of selections when you are exporting?

Disc to

Browse to Destination E: to

Select Folder

and then I get the above Invalid Location message.

Based on that, I would guess there is a problem with the Windows to DVD Disk driver.  

Since you are using version 2019 you have access via chat to Adobe customer support via chat.  They can operate your system remotely and probably correct the problem.  Click here:  Contact Customer Care
