File size increases once in the timeline

I am trying to create an ISO file to burn from Premiere Elements.

 

No matter how I encode the file, it will end up 5.22 GB which is too large to be able to create an ISO file.

 

The file is rendered to be 3.98 GBs. I even reduced it to 3.0GB and it will always show up as 5.22GB when trying to create an ISO file. 

 

It's beyond aggrivating. Someone please advise.

How long is the timeline?

Double layer?

Or use something like Shrink DVD.

I think that with DVDShrink you have to create a virtual DVD drive for the ISO to be detected.
