What version of Premiere Elements? What format setting on the GoPro? If you have the GoPro set to H.265 (HEVC), you will need one of the newest versions of Premiere Elements.

Much also depends on the nature of the H.265. Non-standard and higher frame rates may make the file problematic.
Open the GoPro footage in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text of the report it generates and paste it to this forum. Once we see the complete specs of your video, we'll better be able to advise you.

I am of the view that the programme should play files from what is probably the largest selling action camera on the market without having to tweak anything. Other editing programmes seem to have no problem

I have latest version of elements and a beefy PC . From what i read a lot of people have problems with importing HEVC files in the latest version
For me i can import HEVC file but when i play it my RTX 2080 GPU goes to 100% load and i have to shutdown the PC

There are many flavors of H.265 HEVC, Tim. And not all feed well into Premiere Elements.
Although I'm surprised Ardarry is having trouble with this file. I don't see anything out of the ordinary in the specs.
Maybe it's best if we wait to hear from someone who works regularly with GoPro footage and see if he or she can offer some insight.

Send me a sample clip via dropbox, wetransfer or similar. I would enjoy trying to figure out why it is not working.

Ardarry,
You clip works fine on my two year old Windows 10 Lenevo Laptop. (I like your dog!) So, the only thing I can add is that there is nothing wrong with the clip on my machine. It may be because I am on version 2021.
Thank you for sending it. One of the challenges on this forum is know when footage from certain cameras work.
Since you are on version 2020, you qualify for online chats with Adobe techs. Open the help menu, choose Online Support. There is an odd floating icon in the lower right corner that shorcuts to starting a chat. You could try the 2021 version with a free trial download.
