It started from Premiere Elements 2021.
Ever since the Premiere Elements team is trying to implement hardware acceleration in the Windows version to compete with it's rivals, the performance is falling down!

I also have managed to hack PE2022 to make use of my NVIDIA Quadro P4000
I have opened a 2021 project and my God! How bad an application can perform!! It cannot even play the timeline. Once you start planning, you cannot pause as the system becomes unresponsive to the controls!!
Not sure what Adobe has been doing, they are improving and planning to kill it!!
I would really love to get a refund and hope they will really make some improvement someday.

Try turning on Hardware acceleration.
I believe you can get your money back within one month of purchase.

Most do not have slow performance with machines that have the specification yours has.
In addition to Ann's suggestion, try checking in Preferences, Audio Hardware that the Default Input is set to No Input. Oddly, on some machines the audio processing can somehow "overload" and bring Premiere Elements to a crawl.

I purchased Premiere Elements 2022 in July for an M2 Macbook and had similiar issues. Adobe Elements is a total scam and shouldn't be purchased by anyone. Sadly I didn't return it immediately. It's not optimized to run on Apple Silicon. They have a new version but they want me to pay and additional $79 for an upgrade fee. So that's $180 for software that can barely run one 1080p clip on the timeline without stuttering / laggy. It sounds like Adobe has the same grift going on the Windows side as well. Sorry I can't help with your issue. Just know that it's on the OS X side as well.

I think you need to learn the definition of the word "scam", Joseph.
It may not work to your satisfaction, and for that you can cheerfully receive a refund. There are alternatives that will likely better fit your workflow.
But a "scam" that "shouldn't be purchased by anyone"? I don't think so. And I've been using the program on a variety of computers -- both Mac and PC -- and editing many types of video without a problem since 2004.
Which doesn't invalidate your experience, of course. But just know yours is not by any means typical. And that's no "scam".

I'll learn the definition of "scam" when Adobe learns the definition of "works" and "customer support". I use Premiere Pro for work --- which I love, but I don't have a personal license.
And absolutely no one should buy the 2022 version of their Elements line if they own Apple Silicon. The software doesn't run properly. Period. And for them to advertise that it's compatible is a scam. There aren't any major changes between the 2022 / 2023 version of their software other than it actually runs properly on M1/M2. If they cared about their customers --- which they clearly don't --- they'd give a free upgrade for anyone running 2022 Elements on Apple Silicon. The fact that I have to pay $120 for an upgrade is utter BS. Or even $90 with a Black Friday Deal.
Glad you haven't had issue with their software. You'd definitely change your opinion if you ran their 2022 Elements line on an M1/M2 on Apple Silicon and shelled out money for it.
Adobe can do better. They should be embarrased.

You may well be right.
But that still doesn't make it a scam.
Sorry if I sound a bit invested in the software. It's just been my faithful go-to for 18 years and, though I know everyone's mileage will vary, I hate to see it shot down outright when it does do what it does very well.

Update. I downloaded the 2023 version of Premiere Elements which has been optimized to run on Apple Silicon chips. And it actually runs properly --- unlike the 2022 --- which can't even handle a 1080p clip without stuttering and lagging.
Sadly customer support won't let me update from 2022 to 2023 for free even though they advertised their software as working on Apple Silicon. They want me to pay $120 for the update. Here's the kicker: the ONLY main feature updated between versions is that its been optimized for Apple Silicon.

Interesting conversation.... Back on about version 10 of Premiere Elements, I needed a stronger computer. I went to an Apple store and saw the perfect $4000 laptop. I ran. I bought a $1000 Windows "gamer" and it worked well. From my point of view, Apple was the "scam".

Apple does seem to enjoy being a moving tartget. As soon as third party software companies figure their hardware and operating systems out, they change everything.
Microsoft may be more of a one-size-fits-all company -- with all the liabilities that come with it. But being backwards compatible -- with all of those liabilities -- seems to be a priority. And Windows 10 and 11 are really close to Mac OS in terms of performance and stability.
