how do i change project aspect ratio?

im trying to make YT shorts so I need a 3:4 ratio (1080x1920) instead of 4:3. Everywhere I look says to go to edit > project settings > general and change "frame size"'s horizontal and vertical values, but it doesnt let me edit those at all.

Might have read this for Premiere Pro (older versions) but there is no way you can change them in Elements.
