I would like to change the dimensions of a screen video of an iPhone and keep it's proportions. Basically I need to make it bigger.
I am a real beginner. Is this even possible with Premiere Elements?

What do you mean "make it bigger"?
If you've shot it with the phone held upright, you really can't make it magically fill out a video frame, if that's what you're asking. But you can use this method in my tutorial to sort of fudge it.

By making it bigger, I mean changing the frame dimensions from 750x1334 to 1080x1920 as required by App Store Connect (formerly iTunes Connect).

I need an mp4 file of a screen video of an iPhone, which has to have a frame size of 1080x1920, which is in portrait view of the iPhone.
The current frame size is 750x1334.

I can tell you how to import, edit and output video.
Premiere Elements can not output a video that is taller than it is wide.
