how to enter the number of frames per second?

Adobe Premiere Elements. I tried to create a timelapse with assistance. Step by step I came to the place where we set the time. The only option according to the manual is 00.00.00.04 or 05. I need to enter the number of frames per second, just like in other timelapse programs. E.g. 24 frames / sec. Is there also such a setting in Adobe Premiere Elements? For now, I have this test program, and I was thinking about buying it.

Setup depends on what you  are using for timelaps: bunch of stills, image sequence or long videoclip?

 

00.00.00.04 means 4 frames as in timecode.
