How to Pan and zoom on only one person in a photo?

I am very frustrated, in the past I was able to zoom in on one face and have fun with it, now when I try the same thing, I get all the faces in the photo which I DON'T want.  I just want to do it manually, not have photoshop decide what I want.  Help!

You say that Photoshop is deciding what you want. Are you using Photoshop to create this effect? If so, why are you posting in the Premiere Elements forum?

If you are using Premiere Elements, which version are you using? Have you tried turning off Face Recognition or resetting automatic face-to-face Pan & Zoom?

Thank you so much, I thought I was going nuts as I do a video for a group at the end of the year and never had the problem. Why in the world would they add that to PRE? I registered to your site but was not able to get on.
