How to upload videos in 4k?

Does someone know how I can upload videos in 4k? There isn't option to 4k. The highest option is to

Export your file to an UHD mp4 and upload manually.

It's saying “Unknown Error” and on YouTube it's 1440p. Do you know how to fix it?

Post screenshot project setting, export settings and properties most used clip format.

As Ann suggests, output your 4K video onto your computer.  Skip the Premiere Elements YouTube tools.  Review and check it to be sure it is what you want, including that it is 4K.  Then send it to YouTube using only YouTube's tools for adding files.  Be patient.  It takes YouTube some time to create all the Quality choices under the gear icon.
