I can't run Adobe Premiere Elements 12. When program is loading files it crashes.

Do you have an nVidia graphics card?

The latest round of drivers for nVidia cards have been "breaking" a number of programs, including Premiere Elements.

Until nVidia fixes this issue, the best solution is to roll back to version 368.2.2
