I changed the default "scale to frame size" preference and it won't change back

I changed the default setting of "scale to frame size" and I have changed it back but the clips are still going into the timeline at the wrong size. I am having to right click every clip and select scale to frame size every time I add something to the timeline. I have tried restoring the default preferences with the Alt key and I have tried restarting the program and those don't help.

 

Bottom Line: When I open the Edit>Preferences dialog box, there is a check mark by Scale to frame size but it just doesn't happen when I add clips to the timeline.

I uninstalled and reinstalled and it's fixed. That's an hour of my life I'll never get back. What a hassle.
