images on higher tracks alter images/clips on lower tracks

I can't find anything about this anywhere.  Maybe I just don't know the lingo.

PE 2022 (ver 20) on Win 10, NVidia  (this is a machine that can run Star Citizen, so no issues with capability for a task like this)

Project: 1920x1080, 30 fps 'Drop-Frame Timecode' (whatever that means; it was the default).

Trying to do simple compositing animations with images stacked on several tracks. Higher track images have alpha channel transparency.

** Backdrop image (1920x1080, unmoved, unscaled, no keyframes) behind/under robot image (unscaled but keyframe animated in pos and rot) behind/under a default text -> backdrop image scales up vertically (only visually, not in scale settings, but also in renders, and in saved .mp4) to just slightly taller than native, making it slightly fuzzy. This only became apparently after the first time I played/rendered/exported.

** Upon switching to a different overlying robot image (also unscaled, not animated but with strobe light effect added), i.e. the duration of the first robot image ends and the new robot image picks up on the same track immediately thereafter) the backdrop momentarily (2 frames) returns to its clear, correct, native size (once again perfectly fitting the 1920x1080 project size) but upon framing forward it again scales up vertically ever so slightly (visually only -- settings remain at 100% scale) making the background fuzzy again.

** This also happens when a word bubble and default text are added.  I've played with font and scale and position, no joy.

** There are also some intermittent frames that display a partial horizontal line across the screen, around 70% up from bottom -- its vertical position doesn't correspond to any boundary or centerpoint associated the visible tracks. This intermittent line is independent of the backdrop fuzzification described above, but I've tried all the same things and the same false correction happens, so it *feels* like its caused by the same issue.

I can't tell what's causing these problems, because I've performed standard debugging disables and these temporarily make it stop when I'm moving the time marker manually, but upon playing or rendering or exporting the backdrop image resize/fuzzification returns.  (e.g. I disable a word bubble and default text, problem appears to go away, I leave those two items disabled and play/render/export and the backdrop fuzzification problem comes right back).  Same if I delete the motion/rot keyframes from the first robot and disable the strobe effect from the second robot -- the background temporarily looks right again when moving the time marker across these transitions, but as soon as I play/render/export the scaling/fuzzification returns.

I've also played with anti-flicker on some to all of these images/clips, and the same thing happens -- false correction followed by return of the problem as soon as I play or render or export.

The robot image is slightly below the visual in one area where this happens, but this also happens at other times in the project where nothing extends outside the bounds of the visual or even into the text margins.  I set the projects 'action margin' to zero -- no effect.

Again, the backdrop has no keyframes at all and is set to 100% scale and is native 1920x1080 and left at its default, centered position.

What could cause items on higher tracks to mess with the lower track?  That should *never* happen, so I must be doing something fundamentally wrong or something everyone else has learned to avoid, but there's really not much going on here, as you can see.  Everything should be square pixel and I scaled the source images so there would be no scaling within PE --> no change.  I've also tried things like adding an effect to the backdrop image with settings set to no-change --> same thing, temporarily makes it looks fixed, then play/render/export immediately makes the backdrop image taller and fuzzier except at certain transition frames.  I've tried deleting the .PRV files, no joy.  I've tried this at different magnifications and on 'fit' with the split bar at different positions, so it's not a UI thing.  I've even tried moving things to different tracks --> false correction, problem returns.

It's maddening.  Help me, Obi-wan...

Here are screenshots.  The time is shown for each frame.

00;00;12;09 is when backdrop is scaled a little tall and fuzzy (and all previous frames).

00;00;12;11 is one of the in-between frames when the backdrop is correct.

00;00;12;12 is the first of the subsequent frames when the backdrop once again is slightly stretched and fuzzier.

The change is a few pixels in height, best I can tell, and hard to see just looking at these stills, but it looks quite jarring when the video is playing.  If you were to copy these into your favorite pic viewer and keyboard between them, lined up over each other, you should be able to see it.

00;00;18;26 shows one of those intermittent/random line artifacts.

Thanks in advance!

You can also see that the robot track is clear in the in-between frames but also fuzzy when the backdrop is fuzzy.

Thanks.  I swear to all the gods that I intentionally went to the Premiere Elements forum and pressed "Post", and have no idea how this would have ended up on the Pro forum.

I missed your request for uploading the project.
As you can see from below, I think it's fixed now.  I do wish I knew precisely what fixed the fuzzification, but I suspect it was the deletion of the .prv files.

Also, unchecking "Optimize Stills" made no difference, either.

I don't know what happened, but now only the errant horizontal lines remain in my mp4 export, the fuzzification has gone away.

The segments that have an errant intermittent horizontal line are ones in which the word bubble image has a horizontal and/or vertical flip effect applied.
In one such segment where both flip effects are applied, I've discovered that if I disable either one, the horizontal line goes away.  I guess I got lazy on that one -- could've just rotated it 180 deg.  But some of these arrangements don't use both flips, just one.  So they're still a problem.

My suspicion is that the problem went away in my .mp4 files after I deleted the .prv files.
