I have a short video in both a MPEG & Avi format that both play in Windows Media Player but neither work in my Adobe Premeire Elements Editor { I have the latest version, having ran and installed updates } Please can you help me understand why this is a problem and how do I resolve the problem.

MP4s and AVIs use codecs to compress your video, not all of which are read by the program.
Open the AVI in the free download MediaInfo. Set View to Text and then copy the text from this report and paste it to this forum. With this detailed information we'll better be able to advise you how to proceed.

While Premiere Elements is generally quite good at working with video from cameras, it is notoriously bad at working with video from screen recorders such as RPReplay. John's suggestion should work. There may be settings in your screen recorder that might "standardize" the footage. If not, Handbrake will have to be part of your normal workflow.

Being able to play movie files on your computer does not mean you can edit them in an editing program.
H.264 in an avi container is NOT supported by Elements. Needs to be converted to a format Elements understands.
Your so called mpeg file is H.265 as in HEVC. Need to install the H.265/HVEC codec from Microsoft in order to get it working.
