Can PE 2023 support capturing video from HDV camcorders. If not , how to get .M2T file to project in PE.

Elements does not support capture from tape anymore.
This feature went out the door with Elements (not sure) 13.
but you can use this old program to capture your footage to HDD and import into Elements 2023.
