Is Adobe Premiere Elements 15 compatible with Core i5?

Within the past year (early 2016), I bought a new Dell Inspiron 5559, Core i5-6300u, 2.3 GHz, 4 CPUs, 12 GB RAM, Windows 10 Home 64-bit, 1920x1080 res. laptop.  Is my computer compatible with Adobe Premiere Elements 15?  I understand that everyone recommends an i7, but I don't want to buy a new computer.  If my computer is not compatible with this software, can anyone recommend video editing software for less than $150 that would be compatible with my computer?  Or, will an older version of Adobe Premiere Elements be compatible with my computer?  Thank you in advance for your help.

I had a computer with about the same specs.  It worked OK for editing AVCHD/1080p60/HD video clips from Sony and Panasonic cameras.  It got a little balky when I tried editing 4K clips.  I would still be using it for a travel computer except that it had a devastating accident!
