Is there an open source video noise reduction plugin for Pemiere Elements

Premiere Elements 2018 apparently does not have a video noise reduction option to reduce grainy video.  I'm aware that NeatVideo has a plugin for purchase, but would like to know if there is an open source plugin to reduce grainy video noise?

Although for what it's worth, the Denoiser effect isn't magic. It's just a slight blur to hide the video noise.

You can probably accomplish the same thing with a slight Gaussian Blur.
