I have copied movie clips taken from my iPhone 8. They appear as .Mov files and play fine on my computer.
However, when I try to import them into a project using Premiere Elements 2019 I get the error:
"This type of file is not supported, or the required codec is not supported"
Do I need to download additional codecs for this or should I convert the video clips using other software before.
Please help.

Which operating system are you using?
If you are on Windows, you will not install this file to edit MOVs on your computer. You can remove the Quicktime Player, but you will still need the codecs the player installs.

Also, note that an MOV is not just one file. MOVs can be made up of any of dozens of codecs. If installing Quicktime doesn't solve your problem we may need to look at the specs of your MOV.

If you have your phone set to record in HEVC (also known as H.265) you won't be able to edit that footage in Premiere Elements 2019. HEVC support was not added until version 2020. For future shoots you can change the settings in your phone to "most compatable" and convert what you've shot with the (free) program called Handbrake.
