Lost frames when exporting video

I imported an existing video into Adobe Premiere Elements that is 05:53:00 and am using Premiere Elements to resave it using the export settings needed by my local public media station.  The final product needs to be exact, to the frame.  After saving with Premiere Elements, the final video is 05:52:19.  This won't work.  I need those frames back at the end of my video for the public media station to be able to use it.  How can I stop the program from dropping these frames?

 It looks like your source is 30 FPS (frames per second) and your output is set at 29.97.   If it were me, I would try setting my output to 30 fps to match the source.

I've wondered if that may be the issue.  The public media affiliate is asking for 29.97 instead of 30.  The original video (which I didn't make) came to me with 30.  I'm not sure if there is another workaround.
