I am new with premiere elements 2023, when I want to work on my first video, when I move a video clip to the timeline, it not only moves for line 1 but for all enabled timelines. How can I modify to move to a single timeline (video and audio) is there any command for this?

It appears that you are using ".mts" files. That format came from Sony when Blu-Ray was more popular. Along with dropping disc burning from Premiere Elements, AVCHD and the .mts or .m2ts format support disappeared.
Premiere Elements has known difficulties with that due to the 5.1 channel audio tracks. There is not a great solution. One might be to convert to 2 channel audio with something like the (free) Handbrake program.
A google search for "convert mts to mp4" provides lots of reading! Mentioned is a conversion technique using the (free) VLC program.
