moving picture effect

Hello,

In the Premiere Elements 2018 Product Overview |  video, as soon as it starts we see a funky creative moving picture in picture effect.

How is this created in PE, please?

In Premiere Elements 2018 is a series of "Guided Edits".  One helps you set up a Picture in Picture effect.  Multiple pictures can be inserted.  The motion of the clips is more complex.  I've not done it, but I think it is done with "keyframing".
