moving projects to newly loaded version after hard drive died

Hard drive died, retrieved all data, installed new hard drive, installed updated version of premiere elements (from 12 to 18), moved all files and projects on to new hard drive. I can see all the files and I understand they are not projects in my newly uploaded version. can I move my projects into the new version? all I get is offline content.

You will have to relink the media if they are not in the exact location as the old computer:
