New Project Present in Elements 15

Hi!

i want to delete the NTSC present can this be done? Or can we force elements 15 to open up in PAL DV?

The usual way to set a project preset is to drag/drop a clip to the timeline.  Premiere Elements looks at it and sets the project accordingly.

The other way is to pick what you want.  When you open a new project you get a screen with Change Setting button with a "Force...." check box below. 

Then you get a screen with all the presets, including a couple for PAL DV:
