PE 13 timeline scrolls on its on

My timeline at times starts to scroll left or right when I move the mouse off the timeline area. In the past I have been able to click around and it would finall behave normally. But today no dice. It I move mouse to top, left or right of timeline area it takes off.

 

Using Win 8.1.

I restarted Adobe to fix it until it happens again. Would rather Adobe work correctly and save me the frustration.

You're using a very old operating system and a very old program, dd. Updating to a Windows 10 and ensuring your have the latest drivers for your graphics card will likely resolve this issue. It's not a problem inherent to Premiere Elements.

Thanks for the suggestion. After bad experiences with Win 10 on wife's computer I am holding off as long as possible. And my system and program worked fine until maybe a year ago. They don’t wear out do they? I have upgraded PE before and new worked like old so I am in no hurry to spend dollars for nothing.
 
Had another suggestion about resetting preferences. Will do that when have time.
